ICS验厂是法国商务和发行联盟(FCD)的成员根据国际劳工组织(ILO)在社会责任管理方案上的指引，并采纳SA 8000标准中的理念後，在1998年的第三季度正式发布了“社会公约Initiative Clause Sociale (ICS)”。ICS成员客户会对自己的供应商进行社会责任验厂，验厂内容为：社会责任和职业健康及安全方面，工厂现场消防，工厂程序文件等方面。
